Culture and Rights Claims
Course readings have discussed culture in two distinct ways: as the means by which we interpret
rights claims and recognize claimants and as group values and beliefs that are deserving of
protection through rights.

For each of the three bundles of rights we have discussed in this course—
citizens’ rights (Module 1), human rights (Module 2), and group rights (Module 3)—examine this
dual role of culture. How has culture been influential in determining who qualifies for rights and
what rights are worth protecting? How can these rights frameworks address differences in group
cultures?
